The Digital Technology Department is looking for a Data Intelligence Manager.
The Work You Will Be Involved In:
This position is responsible for advancing the City’s enterprise capabilities in data, geographic information systems (GIS), and artificial intelligence (AI) within the Digital Technology department. The position ensures that data and intelligence platforms are strategically aligned, technically sound, and capable of supporting data-driven decision-making across the organization.
The Data Intelligence Manager works collaboratively with Business Transformation, and the City Clerk’s Office to ensure consistent data standards, ethical practices, and integration across corporate systems.
- Lead the development and execution of enterprise strategies for data, GIS, and AI that align with City’s strategic goals and priorities.
- Oversee the operation, integration, and continuous improvement of data platforms, warehouses, analytics tools, and supporting infrastructure to ensure reliability, scalability, and value delivery.
- Provide strategic leadership for the corporate GIS program, ensuring spatial data is accurate, accessible, and effectively used to support operations, planning and public engagement.
- Direct the responsible adoption of AI, machine learning, and automation technologies to enhance municipal services and operational efficiency, while ensuring alignment with ethical standards and governance frameworks.
- Collaborate with Business Transformation and the City Clerk’s Office to align and maintain the Data and AI Strategy, ensuring it remains responsive to evolving business needs.
- Support enterprise data governance and promote data literacy across departments, working collaboratively to advance coordinated and effective data management practices.
- Ensure data-related initiatives deliver actionable insights and measurable outcomes that enable data-informed decision-making throughout the organization.
- Monitor emerging technologies in data, GIS, and AI, and provide strategic recommendations to enhance the City’s analytical and decision-support capabilities. Recruit, supervise, mentor, and evaluate staff within the Data Intelligence Section, fostering a high-performance and collaborative team environment.
- Prepare and manage operating and capital budgets for data, GIS, and AI initiatives, ensuring fiscal responsibility and alignment with strategic priorities.
- Negotiate and manage vendor contracts and service agreements related to data, GIS, and AI platforms and services.
- Develop and maintain standards, policies, and procedures to ensure consistency, interoperability, and compliance with legislative, privacy, and security requirements.
- Prepare and presents reports, recommendations, and updates to senior leadership and committees regarding data intelligence initiatives.

What We Are Looking For:
- Degree in computer science or related discipline.
- Ten years’ experience in information technology services including five years' experience in responsible management role.
- Demonstrated knowledge of industry standard frameworks such as TOGAF, Zachman, COBIT and/or ITIL
- Thorough knowledge of information processing hardware and software.
- Thorough knowledge of the principles of organization, management and administration.
- Demonstrated ability to lead, mentor, and guide teams to a desired result.
- Demonstrated ability to work effectively with, set, manage, and adhere to budget guidelines and meet required deadlines.
- Demonstrated ability to deal with issues management in a political environment.
- Demonstrated ability to develop successful short- and long-term strategic plans, manage projects and direct resources.
- Ability to communicate effectively orally and in writing, including the ability to prepare and conduct presentations.
- Ability to establish and maintain effective working relationships with all levels of the organization and external contacts.
- Ability to maintain confidentiality while handling sensitive information.

Weekly Hours: 40
Salary Range: $126,966.24 to $149,185.20 CAD per annum (2026 rates)
