Job Summary
Under the direction of the Manager, Data, Access and Privacy, this position is the subject matter expert responsible for administering the Data Governance Program. This position applies established frameworks, policies, and standards, leads day-to-day governance activities, and provides expert guidance to departments to improve the quality and protection of the City's data and information assets.
Duties & Responsibilities
- Lead the ongoing stewardship of the organization-wide data governance framework, with a focus on data quality improvement and the protection of sensitive data.
- Lead corporate data governance initiatives, ensuring alignment with organizational priorities, legislative obligations, and responsible data and AI use principles.
- Implement and maintain data governance and data quality policies, standards, and practices, data protection and information classification standards, and support adoption requirements across the City.
- Document and communicate clear data governance roles and responsibilities, including identifying and supporting data owners, data stewards, and custodians and governance contributors embedded within departments, to ensure accountability for the lifecycle management of the City’s data and information assets.
- Implement and maintain data governance and data quality policies, standards, and practices, data protection and information classification standards, and support adoption requirements across the City.
- Monitor data governance performance indicators and data quality metrics, and support compliance with data-related policies, standards, roles and responsibilities, and adoption requirements.
- Support intake and assessment activities related to data, privacy, and AI-related risk, providing governance guidance to inform mitigation strategies, prioritization and decision-making in collaboration with business and functional areas.
- Develop and deliver employee engagement, data literacy, and stewardship training initiatives, improve organizational awareness of data and AI governance practices, and act as a subject matter expert for data stewardship and governance.
- Collaborate with data architecture and data engineering functions to ensure governance, quality, and protection requirements are applied during data ingestion, integration, and ETL/ELT processes, and that data is fit for purpose based on sensitivity, classification, and approved governance standards.
- Liaise between business and functional areas and technology to ensure data-related business requirements, particularly those related to the protection of sensitive data, are clearly defined, communicated, and incorporated into operational planning and prioritization.
- Administer and support the resolution of governance, data quality, and data protection escalations, working with business and functional leaders to strengthen core data assets, meet regulatory requirements, and escalate complex or high-risk issues as needed.
- Perform other related duties as assigned.
Qualifications
- A degree in Management of Information Management, Computer Science, Public Policy, or related fields.
- A certificate in Data Governance or Data Management is an asset.
- 4-6 years of experience in a data analysis, business analysis and other data management disciplines including role defining standards and best practices.
- Knowledge of governance and data management standards, such as DAMA-DMBOK, CMMI and DCAM. Working knowledge and understanding of data models and data architecture.• Experience defining strategies for data classification implementation and support of metadata standards, data catalogue, data quality, data lineage, and supporting processes and platforms.
- Understanding of the information lifecycle through data management and/or data governance activities.
- Ability to articulate vision of transformation efforts and a sense of mission.
- Experience in training and communicating to internal stakeholders about data governance principles and best practices.
- The ability to understand and incorporate the needs of a wide range of stakeholders from all levels of the organization.
- Ability to manage senior relationships across all the Business and Functional areas.
- Effective written, oral, interpersonal and relationship building skills, particularly with internal stakeholders.
- Strong project and time management skills.
- Commitment to self-learning and continuous skill and professional knowledge development.
Weekly Hours: 36.67
Salary Range: $86,211.84 to $101,175.60 CAD per annum (2023 rates)
