Job Summary
This position is responsible for the strategic management and long-term sustainability of the City’s corporate fueling infrastructure. The role provides leadership in fuel asset management planning, regulatory and environmental compliance, and execution of the City’s fueling strategy and operations in alignment with the corporate electric vehicle adoption strategy. It focuses on mitigating operational and environmental risk, optimizing lifecycle costs, and ensuring the fueling network effectively supports current operations and future service demands. The position manages employees involved in maintaining and managing corporate fueling and electric vehicle charging infrastructure, and monitoring, managing and reporting of fuel and electricity usage as part of a robust corporate fuel and electric vehicle charging station management.
Duties & Responsibilities
- Leads corporate fuel infrastructure asset management program, and develops long-term strategies, lifecycle/condition models, funding plans, and repair/renewal priorities using objective assessments and industry best practices to deliver innovative, effective and sustainable asset management for corporate fueling assets and electric vehicle charging stations.
- Acts as the City’s project manager and representative for fuel infrastructure asset preservation activities including program development and monitoring, reporting, managing resources, measuring progress and performance, and budgeting.
- Acts as technical authority for fueling infrastructure, providing expert guidance on petroleum management systems, fuel storage, materials, climate impacts, operational suitability, and lifecycle performance.
- Leads regulatory permitting and compliance for construction, operation, rehabilitation, and decommissioning, ensuring adherence to provincial/federal environmental, safety, and legislative requirements.
- Develops analytical frameworks (risk, reliability, economic models) to optimize infrastructure performance, preservation strategies, and capital investment decisions.
- Develops procurement documents for projects and upgrades including scope development, and provides technical oversight of contractors/vendors, performance monitoring, and quality assurance.
- Supports fuel security, resilience, and risk mitigation, including loss prevention, system reliability, and emergency preparedness.
- Collaborates with Sustainability, Environmental Protection or Environment, Health and Safety professionals on environmental protection, spill prevention, safety plans, and emergency response protocols.
- Acts as liaison with other municipalities, associations and contractors to ensure that the City’s preservation strategies include industry best practices. Facilitates improvements in current procedures and methods for maintenance and rehabilitation.
- Provides engineering support with respect to fuel infrastructure asset management and preservation, as required.
- Prepares business cases and recommendations for site upgrades, technology implementations, and capital investments.
- Supports capital planning and delivery with Municipal Engineering Services and other partners.
- Provides technical guidance on fuel systems use and emergency response to ensure safe operational practices.
- Ensures compliance with legislation, regulations, standards, guidelines, Civic Bylaws, policies, procedures and collective agreements.
- Performs related duties as assigned.
Qualifications
Education, Training and Experience Requirements:
- Degree in petroleum, chemical, environmental engineering, or equivalent.
- Registered as a P.Eng with the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS).
- Professional Asset Management Certificate preferred.
- Valid Saskatchewan Class 5 Driver's License with clean SGI abstract.
- 7-9 years progressive professional engineering experience in municipal environment.
- 6+ years in Fleet Services or similar role managing petroleum infrastructure.
- Experience with AssetWorks M5 and petroleum infrastructure sourcing (assets).
Knowledge, Abilities and Skills:
- Knowledge of business English and modern office practices (accounting terminology, MS Office, record-keeping, reporting).
- Knowledge of transportation and storage of dangerous good regulations at the municipal, provincial, and federal levels.
- Ability to prioritize responsibilities and to make decisions in accordance with established polices and procedures.
- Effective communication (oral/written) and stakeholder relationship management (civic departments, suppliers, public, multidisciplinary teams).
- Knowledge of Saskatchewan Environmental Code and Environmental Protection Act 2010.
- Petroleum infrastructure operations, maintenance, rehabilitation.
- Advanced statistical analysis, operations research, economic decision analysis.
- Ability to work with minimal supervision, including travelling to sites to inspect infrastructure and conduct audits.
- Ability to establish and maintain effective working relationships with civic departments and suppliers.
Additional Requirements
Weekly Hours: 36.67
Salary Range: $93,293.52 to $109,486.56 CAD per annum (2026 rates)
