This position is a CUPE 59 position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.
Job Summary
Under supervision of the Neighbourhood Services Manager, Community Development, this position coordinates, facilitates, and directs program delivery opportunities provided by the Department or in cooperation with external agencies and encourages the development of individuals, volunteer community organizations, and the development and delivery of sport, culture and recreation programs at the neighbourhood level that meet the needs of residents including diverse and underrepresented community groups.
Duties & Responsibilities
- Provides advice, direction, and assistance, through consultative services, to community associations, diverse community organizations and equity groups pertaining to planning, delivering, and evaluating programs aimed at improving community wellbeing.
- Supervises, supports, develops and assists with the evaluation of staff. Provides ongoing performance management support and assists with the development of performance expectations.
- Administers and monitors assigned community association grants and works to ensure that funding allocations are aligned with community identified needs and in keeping with established criteria.
- Represents the Department at the neighbourhood, suburban, and city-wide levels, and to other departments and outside agencies, with respect to the implementation and interpretation of applicable policies and procedures.
- Engages with and facilitates the participation of residents and users to ensure the parks and facility infrastructure is developed to support diverse and equitable recreation needs at the neighbourhood and suburban level.
- Negotiates partnerships, leases and co-sponsorships, with the public and other agencies, for approval by supervisor, to maximize use and provide a wide variety of choice of sport, culture and recreation activities and reduce systemic barriers to participation.
- Prepares reports of concerns and comments from the public and staff, actual achievements compared to desired results, and provides an analysis of the variance, regarding plans, programs, and policies that may affect priorities, resources, and morale.
- Coordinates and facilitates leadership training programs for program staff and community volunteers.
- Develops and provides written, technical, and financial resources for program service as identified by the Department in areas of leadership and training, organizational development, diversity, equity and community wellbeing.
- Coordinates the development, delivery, implementation, and evaluation of assigned programs and projects that respond to city-wide and targeted community needs in accordance with City strategies and plans.
- Performs other related duties as assigned.
Qualifications
Education, Training and Experience Requirements
- University degree in social sciences, social work, community development, recreation/leisure management or a related discipline.
- Six years’ progressively responsible experience in the field of community development, including working with non-profit, volunteer organizations, Indigenous peoples, equity groups and/or vulnerable populations.
- Possession of a valid Saskatchewan Class 5 Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
Knowledge, Abilities and Skills
- Knowledge of non-profit organizational governance, finance and policy development.
- Knowledge of current literature, standards, trends and evaluation principles and methods applicable to community recreation, community development, and organizational capacity building.
- Knowledge of issues facing Indigenous, New Canadians and marginalized populations with respect to recreation and community wellbeing.
- Ability to develop and maintain effective working relationships. Knowledge and understanding of the systemic barriers and issues facing diverse and marginalized populations and an ability to apply an equity lens to public participation processes, group facilitation, team building, and group dynamics.
- Demonstrated ability to supervise staff, including selection, performance assessment, training, scheduling, delegating, motivating, team building and leading by example.
- Demonstrated ability to express ideas and concepts effectively orally and in writing to a variety of audiences, including formal presentations and the development and delivery of education and training, composing reports, conducting public consultation and developing resource material.
- Demonstrated ability to negotiate mutually beneficial agreements and to manage change through decision-making, problem-solving, consensus-building and dialogue.
- Demonstrated ability to research, analyze and summarize reliable information to determine action required.
- Skill in the use of a computer with word-processing, database and spreadsheet software.
Additional Requirements
Shift work and weekend work are involved.
Weekly Hours: 36.67
Salary Range: $80,673.60 to $88,943.04 CAD per annum (2026 rates)
