Job Summary

Under supervision of the Licensing and Permitting Manager or Bylaw Compliance Manager, this position provides technical, interpretive and customer services involving enforcement of the Zoning Bylaw, the Traffic Bylaw, the Business License Bylaw, the Sidewalk Clearing Bylaw, the Drainage Bylaw, the Temporary Sign Bylaw, other applicable bylaws and regulations, and provincial acts, resolving disputes between property owners, residents or businesses.

Duties & Responsibilities

  • Inspects sites and buildings to determine compliance with the Zoning Bylaw, the Traffic Bylaw, the Sidewalk Clearing Bylaw, the Drainage Bylaw, the Temporary Sign Bylaw, the Business License Bylaw, other applicable bylaws and regulations and provincial acts, including the Noxious Weed Act.
  • Undertakes investigative measures to obtain evidence of illegal land uses and structures for use in obtaining search warrants and laying of charges.
  • Undertakes investigate measures to address instances of uncleared sidewalks and structures placed in City right-of-way, through the issuance of Orders or tickets.
  • Inspects residences of applicants issued approvals for home occupations, advises applicant of any irregularities and may request applicant to comply with requirements for approval.
  • Conducts inspections of sites for compliance with zoning requirements related to parking and landscaping and conditions of approval issued for discretionary uses, rezonings and development appeals.
  • Conducts inspections and prepares reports of sites and buildings in connection with requests for occupancy permits and building information abstracts.
  • Review and administration of applications related to occupancy permits for secondary suites, sign permits and portable sign licenses.
  • Responds to flooding and drainage complaints from the public and the business community.
  • Establishes and maintains a register of land use complaints, inspections and completed actions.
  • Prepares and sends letters to complainants, property owners and others respecting violations of the Zoning Bylaw, the Traffic Bylaw, the Sidewalk Clearing Bylaw, the Drainage Bylaw, the Temporary Sign Bylaw, other applicable bylaws and regulations, and provincial acts.
  • Assists with the collection of historical information and records pertaining to development permits, plumbing permits, assessment records and planning files used to determine the legality of land uses and buildings.
  • Attends court, when required, to provide evidence in prosecutions.
  • Perform title searches when required.
  • Determines and implements the most effective means of resolving bylaw contraventions using sound judgement, discretion and mediation measures when required.
  • Assists with the preparation of brochures and information that are designed to improve customer service..
  • Liaises and instructs contractors related to snow and ice removal on City sidewalks.
  • Liaises with internal departments, developers and the Meewasin Valley Authority to address bylaw issues related to weed growth.
  • Performs other related duties as assigned.

Qualifications

Eduction, Training and Experience Requirements

  • Diploma in Architectural Technology or related discipline and four years' experience in the administration and enforcement of municipal bylaws, including two years in enforcement of zoning regulations OR a minimum one year of post-secondary education and six years experience in Bylaw enforcement or municipal zoning administration. Experience in communication, mediation and conflict resolution may be considered.
  • Possession of a valid Saskatchewan Class 5 Driver's Licence, and a vehicle suitable for use in performance of duties.
    Current driver’s abstract from SGI demonstrating a safe driving record.


Knowledge, Abilities and Skills

  • Considerable knowledge of municipal Bylaws including the Zoning Bylaw, the Traffic Bylaw, the Business License Bylaw, the Sidewalk Clearing Bylaw, the Drainage Bylaw and the Temporary Sign Bylaw.
  • Considerable knowledge of provincial acts including the Planning and Development Act, the Cities Act, and the Noxious Weed Act.
  • Demonstrated ability to utilize dispute resolution and mediation techniques.
  • Demonstrated ability to communicate effectively orally and in writing.
  • Demonstrated ability to interpret development plans and working drawings.
  • Demonstrated ability to deal courteously and effectively with the public, the business community and other civic employees.
  • Demonstrated ability to perform title searches.
  • Demonstrated ability to work with minimal supervision.
  • Skill in the use of a computer with Windows-based word processing software.

Requires Security Check

Acceptable current Criminal Record Check (CRC) and Vulnerable Sector Search (VSS) upon offer of employment.

Weekly Hours: 36.67 

Salary Range: $73,299.84 to $80,813.28 CAD per annum (2025 rates)
