Job Summary
This position provides technical, interpretive, and customer service in the administration and enforcement of the Business License Bylaw, Zoning Bylaw, Vehicles for Hire Bylaw and other applicable Bylaws and regulations.
Duties & Responsibilities
- Monitors businesses and other business activities to ensure they have a valid municipal licence.
- Inspects businesses to determine compliance with The Business License Bylaw, Zoning Bylaw, Vehicles for Hire Bylaw, and other applicable bylaws and regulations.
- Undertakes site inspections to verify information provided on licence applications (use, floor area, floor plan, employees, etc.)
- Prepares reports of inspections and makes recommendations where required.
- Conducts investigations to obtain evidence of illegal business operations to support the laying of charges.
- Inspects home-based business operations, advises applicant of any irregularities and seeks compliance with requirements for operation.
- Establishes and maintains a register of complaints, inspections and completed actions.
- Inspects taxis and vehicles for hire to verify information provided on license applications.
- Provides customer service support to license applicants.
- Corresponds with complainants, property owners and others regarding violations of The Business License Bylaw, Zoning Bylaw, Vehicle for Hire Bylaw and other applicable bylaws and regulations.
- Attends court, when required, to provide evidence in prosecutions.
- Performs title searches and vehicle registration searches, as required.
- Assists with the preparation of communication materials designed to improve customer service.
- Performs other related duties as assigned.
Qualifications
Education, Training and Experience Requirements
- Diploma in Planning Technology, Architectural Technology or related discipline and two years' experience in the administration and enforcement of municipal bylaws or a combination of equivalent education and experience in municipal business licensing administration, inspections, and enforcement or municipal zoning administration may be considered.
- Experience in communication, mediation and conflict resolution.
- Possession of a valid Saskatchewan Class 5 Driver’s Licence, and a vehicle suitable for use in performance of duties.
- Current driver’s abstract from SGI demonstrating a safe driving record.
Knowledge, Abilities and Skills
- Considerable knowledge of The Business License Bylaw, The Zoning Bylaw, Vehicles for Hire Bylaw and other applicable Bylaws and Regulations.
- Considerable knowledge of Winchester, Posse or other Computronix software.
- Demonstrated ability to utilize dispute resolution and mediation techniques.
- Demonstrated ability to communicate effectively orally and in writing.
- Demonstrated ability to interpret development plans and working drawings.
- Demonstrated ability to deal courteously and effectively with the public, the business community and other civic employees.
- Demonstrated ability to work with minimal supervision.
- Ability to perform title searches.
- Skill in the use of a computer with Windows-based word-processing software.

Weekly Hours: 36.67
Salary Range: $67,894.08 to $74,853.60 CAD per annum (2025 rates)
