Job Summary

This position is responsible for analyzing and devising complex business process requirements for all IT-related business and operations systems critical to core organizational functions. Proactively generates and compiles reports, complete with recommended improvements to, or new requirements for business processes and operational procedures. 

Duties & Responsibilities

  • Analyses information needs, operational and functional requirements and produce various business analysis deliverables but not limited to process mapping, business requirements documentation, use cases and interface designs. Proactively communicates and collaborates with external and internal business partners to improve the citizen experience and gain efficiencies in service delivery. 
  • Applies standard methodologies, business analysis techniques, business experience and understanding of municipal context in managing requirements throughout the project lifecycle. 
  • Develops specifications according to standard templates, for a diverse group of business stakeholders and technical team.
  • Identifies business requirements using various requirements elicitation techniques such as interviews, document analysis, requirements workshops, observation, and interface analysis.  
  • Serves as the conduit between the customer community (internal and external business partner) and the software development team to ensure streamlined flow of requirements.
  • Collaborates and participates with the Business Relationship Manager, Project Manager, and Systems Analyst as well as business owners in the planning and execution of system and user acceptance testing. 
  • Researches, compiles and synthesizes information with regard to business analysis and process design/redesign methods, staying current on emerging technologies and analysis techniques.
  • Shares information regarding modern methodologies for business analysis and process design/redesign with the Enterprise Architect and with other Business Analysts, and advises business partners accordingly.
  • May be assigned to lead an initiative or small project providing guidance to other IT resources, and to collaborate with staff from other divisions.
  • Performs other related duties as assigned.

Qualifications

Education, Training and Experience Requirements

  • Degree in Computer Science, Information Systems, Business Administration or related discipline. College Diploma with commensurate experience in similar areas of study may be considered.
  • Seven to nine years’ experience in information services, including experience in business analysis, process design and defining  strategic business and IT requirements for the delivery of IT initiatives. 
  • Possession of the Certified Business Analysis Professional (CBAP) certification is preferred. 

 

Knowledge, Abilities and Skills

  • Thorough knowledge of business analysis methodologies, including best practices related to application development and quality assurance in a Municipal environment.
  • Thorough knowledge of application development lifecycles, application quality assurance, supporting practices, and methodologies.
  • Ability to prepare and present reports/presentations of a specialized nature utilizing strong written and verbal communication skills. 
  • Demonstrated ability to document business analysis deliverables accurately and with a professional standard. 
  • Ability to work independently as well as in a team environment.
  • Demonstrated ability to establish and maintain effective working relationships with the public, staff and representatives of other agencies.
  • Demonstrated effective interpersonal skills, and project management skills, including the ability to relate with all levels of the organization and external contacts.

Weekly Hours: 36.67 

Salary Range: $80,150.88 to $93,935.04 CAD per annum (2023 rates)
